According to WordPress.Org, this maintenance release fixes a severe bug in 4.9.3. Which will cause sites that support automatic background updates to fail to update automatically, and requires action from you (or your host) to update to 4.9.4.
The bug will cause WordPress to encounter an error when it attempts to update itself to WordPress 4.9.4. It requires an update to perform on the WordPress dashboard or hosts update tools.
WordPress 4.9.4 comes as a maintenance release for all the previous versions of WordPress. And also fix the issues of 4.9.3 immediately within a day. It is, thus, mandatory that you update your WordPress websites right now.
